Maruti Suzuki Alto 800 vs Renault Kwid | Comparison Review

Ever since the Kwid was launched last year our lives as auto journos has taken a strange turn. Before the arrival of the French on the scene, the ideal choice for a first car was mostly the Alto and in some rare cases, the Eon or the Nano. But with the arrival of the Kwid on the scene, the equation has drastically changed. Be it someone upgrading from a motorcycle or planning to buy their first car, the quintessential question these days is; “Kaunsi lun sir? Alto ya Kwid?” (Which one should I buy, the Alto or the Kwid?). So here we are and we’re settling the debate once and for all, or at least we’ll try.
Design 
There’s no contesting the fact that despite aesthetics being a subjective matter, the Renault is the not only the better looking of the two here but is easily the best looking car in its segment. The prominent front grille flanked by two sleek looking headlamps, a large front bumper with plastic cladding and a contoured bonnet give this hatch an SUV like appeal. Add to that the slightly raised stance and black plastic cladding all around the car along with a high tailgate and you have a car that could almost be passed on as an entry level crossover.
The new updated Alto, on the other hand, stays mostly true its design since 2012 barring minor aesthetic changes to the front facia and the rear bumper. The narrow grille has been replaced by a thin slat (like on the Chevy Spark). The usual smile of the Alto’s fascia has now been replaced by a grimace, maybe to make the car look a bit more aggressive. But having said that it does lend a bit of character to the country’s favourite small family hatch. 
Interior, Space and Features
When it comes to the interior, the Kwid makes great use of the space inside the car despite its size. The driver’s perch is comfortable for even the taller and generously proportioned occupants. The space in the rear too is ample and you seldom feel uncomfortable despite the lack in kneeroom. The entire cabin is bathed in different shades of black and is made of plastic. It looks rather well made and appealing to the eye especially the piano black finish on the centre console around the infotainment system. The chrome inserts on the AC vents give the cabin a more upmarket feel. However, the plastic quality the steering wheel feels a bit coarser than it should. The instrument cluster is an all digital affair which looks rather good and gives a slight motorcycle-esque feel though it is devoid of a tachometer. Sitting on the driver’s seat I have to admit, the visibility is limited. Half the windshield is taken up by the bonnet and the rear windscreen looks like it’s half a kilometre away from the rearview mirror. The boot though measures 300 litres making it the best in class offering which can be extended to 1115 litres by folding the rear seat down.
The Alto’s cabin on the other hand is the familiar cabin that we are quite used to. There are silver accents on the steering wheel and on the centre console along with fabric door inserts on all four doors. The power window (front only) buttons sit in a familiar place, just ahead of the handbrake like before  compared to Kwid’s which sit on the centre console just below the AC controls. In addition, the view both front and rear from the driver’s seat is rather good and the car gives a roomy feel despite being rather small. The ORVMs are manual but can be adjusted from inside the cabin thanks to the stalks mounted on the A-pillars on either side. The seats are comfortable with adequate thigh support, the back support too is good but the side support is rather limited, though leg space is decent. Space in the rear though is adequate only for two and taller occupants will feel the lack of headroom. Boot space too is lesser compared to the Kwid
Where the Kwid comes with a 7-inch touchscreen entertainment system with Bluetooth connectivity, the Alto makes do with a single DIN audio system with USB and AUX only. Also there is no satellite navigation like on the Renault. The Kwid’s infotainment system though features a great touch interface, figuring out the system itself takes time. Also, if you have an Android phone, the system will most likely drop your Bluetooth connection within seconds. Both cars come with driver side airbags and power steering but Kwid features fog lamps whereas the Alto doesn’t.  The instrument cluster of the Kwid also comes with a gear shift indicator, a feature that is missing on the Maruti. 
Engine and Performance 
Both cars come with engines with similar capacities and three cylinder layouts. But they are miles apart in terms of character and performance. The 800cc unit on the Kwid makes 54PS of peak power and 72Nm of peak torque whereas the Alto makes 50PS of peak power and 69Nm of peak torque. But the engine on the Kwid feels crude compared to the one on the Maruti which feels smooth and refined.
On the move, the engine on the Kwid also feels jerky whereas the engine on the Alto feels refined and composed. And the Kwid quite noisier too. But the extra power and torque placed primarily at the top of the rev range translate to a quick accelerating car. Though, the gearbox does hamper the experience as it feels relatively spongy and lacks in feel. The Alto on the other hand too feels peppy despite being low on power and the precise gearbox with shorter throws makes driving it rather enjoyable.
In terms of fuel efficiency, the Kwid is more fuel efficient than the Maruti but only just 25.2kmpl compared to 24.7kmpl. But the fuel tank capacity of the Alto stands at 35 litres compared to 28 litres for the Kwid which means the Alto will go farther on a single tank of fuel compared to its French counterpart. 
Ride and Handling
The ride on the Kwid is nothing short of great considering its price and size. The suspension has been well set up for the city and the car swallows up almost all undulations with minimal fuss.  The Alto on the other hand has a slightly stiffer setup which makes the ride not as pliant as the Kwid’s at slower speeds but is far more composed at higher speeds. 
In the handling department, the Alto comes off much better than the Kwid because of the way it’s suspension is set up. Where the Kwid sports a softer setup, the Alto’s stiffer springs help keep the body roll in check. It’s no tarmac scorcher but a fun drive nonetheless. The steering is quite direct and shifting through the gears as you approach a bend is nothing short of a treat. It probably has the best driving dynamics in its segment and it shows. The brakes too are progressive, provide plenty of feel and stopping power. The brakes on the Kwid offer less bite overall and are not what you would call confidence inspiring (at high speeds) but do the job well in city traffic.
Verdict
The Kwid is the quirkier looking of the two and it makes great use of the in-cabin space and also offers the best-in-class boot space and claims to be the most efficient car in its class. But the low refinement levels and the jerky nature of the engine work against it. Also, the driving experience isn’t as great as you would expect. The Alto on the other hand despite being less powerful is easier and yet much more engaging to drive and also offers great fuel economy along with a peace of mind ownership experience. In addition, the Alto is also cheaper with the VXi (O) variant that we have here being priced at Rs 3.34 lakh ex showroom Delhi compared to the Rs 3.71 Lakh asking price of the Kwid. 
Then there is the brand value that Maruti Suzuki enjoys which also contributes to a better resale value and the fact that Maruti has one of the most extensive dealer networks in the country also helps the Alto’s case by a great degree. But, if we compare apples to apples and consider just the two cars as standalone products, the Kwid is by far the superior product and the winner in this comparison as it offers the single most important thing that a buyer from this segment looks for: Value For Money!

Orlando buries its dead in wake of gay club massacre

Orlando turned to burying its dead Friday, with funerals for at least five of the 49 people killed in a massacre at a gay nightclub -- the deadliest mass shooting in US history.

More burials were expected over the weekend as the resort city better known for theme parks like Disney World struggles to recover from the shooting by lone gunman Omar Mateen, who ran amok with a legally purchased assault rifle and pistol and was killed when police stormed the club.

One of those buried Friday was Anthony Luis Laureano Disla, a 25-year-old dancer who traces his heritage to Puerto Rico, the community hardest hit by the massacre.

"He was a very talented dancer who was loved and will be missed by all," his obituary at the Newcomer funeral home read.

Three others buried Friday were also in their 20s, while the fifth was a 50-year-old man, according to local TV station WKOW.

The process of saying goodbye began Wednesday with a wake for Javier Reyes, a 40-year-old salesman also of Puerto Rican origin. The first burial was held Thursday in Kissimmee, an Orlando suburb.

Puerto Rico is grappling with the pain of loss and repatriating the bodies of some 24 islanders whose lives were cut short in the carnage early Sunday at Orlando's Pulse nightclub, which was hosting a Latin party.

Officials say Mateen pledged allegiance to the Islamic State group in his final hours of life inside the nightclub. But witnesses said he had frequented the gay club in the past and used gay dating apps, raising questions over the motive for the attack.

While Mateen passed a psychological evaluation in 2007 as part of his application to become a security guard, his employer -- US government contractor G4S -- did not give him another one during his nine-year tenure at the firm, despite two FBI inquiries into Mateen in 2013 and 2014, NBC News reported, citing unnamed sources.

CNN, also citing unnamed sources, reported that Mateen recently added his wife Noor Salman to his life insurance policy and gave her access to his bank accounts, suggesting the attacks were premeditated.

Mateen had been disciplined 31 times in elementary school between 1992 and 1999 for disrespectful and sometimes violent behavior, as well as using obscene language, according to local media outlet Treasure Coast News. He was also a very poor student.

Jung planning FIR against Sisodia, says Kejriwal

Signalling a political fight, Chief Minister Arvind Kejriwal on Friday said that the Lieutenant Governor-controlled Anti-Corruption Branch was preparing to file an FIR against his deputy Manish Sisodia in an alleged ad scam.

“Sources have told me that (Transport Minister) Gopal Rai would also be summoned on Monday, so I have told both of them to take officials and files to the ACB on their own and face them,” Kejriwal said in the Delhi Assembly.

Warning Prime Minister Narender Modi against threatening his the Aaam Aadmi Party government with the ACB or the CBI, Kejriwal said: “We tread the path of truth and are made of iron. The ACB or the CBI cannot be used to threaten us.”

Earlier, Kejriwal slammed the opposition BJP and said had the ACB been with the Delhi government, he would have got all corrupt leaders of the BJP jailed.

He took a dig at Modi’s foreign visits and said: “Now that he is back in India he will start taking interest is our work.”

Recalling Anna Hazare’s observation, Kejriwal said that for people like Modi and the Lieutenant Governor, going to jail is a blot, but for anti-corruption campaigners going to jail is a medal.

The chief minister followed up his statement in the House with a tweet: “Sources- LG getting FIR regd in ACB against Manish Sisodia on some fictitious ad scam. We welcome LG to do that.” (sic)

There have been allegations of favouritism and wasteful expenditure by the AAP government in releasing advertisements with Sisodia’s consent. Rai is facing allegations of wrongdoings in the now-stalled app-based premium bus service.

During the day’s proceedings, the issue of Delhi government ads and alleged wasteful expenditure was raised by the Opposition.

While replying, Sisodia claimed complete transparency and said that the Comptroller and Auditor General of India was auditing the accounts of the Information Department and the truth would be out soon.

Kejriwal’s comments come a day after the Assembly set up a nine-member committee to look into allegations of wrongdoings by Lieutenant Governor Najeeb Jung.

5 get life term in Danish rape case

A Delhi court on Friday sent five men to prison till the end of their lives for raping a 52-year-old Danish tourist, saying their acts put “stigma on the face of the country”.  

Additional Sessions Judge Ramesh Kumar rejected their plea for minimum 20 years sentence, saying: “The ends of justice would be met if convicts are sentenced to undergo rigorous imprisonment for life which shall mean imprisonment for remainder of convicts’ natural life.”

The court took into record the inhuman act committed in a brutal manner with the victim who came here as tourist with the faith to visit places and to return safely to her country.

The victim reached New Delhi on January 1, 2014, and stayed for a couple of days before leaving for Agra. She returned to New Delhi on January 13, 2014, and stayed in a hotel in Paharganj, near the railway station.  On the night of January 14, the victim lost her way near the railway station and asked the men for directions to the hotel. Instead of helping her, they misled her, abducted and then gang-raped her.

The court said that the victim was subjected to the “inhuman act” for five-long hours, and the accused did not show her any mercy even when she pleaded not to be raped “as she was having AIDS.”

The court relied upon the scientific evidence that included the DNA and FSL reports and the eyewitness account of a gardener as clinching evidence to ascertain the identity of all the convicts. The victim had also identified three accused during the trial.

The court rejected the charge of “fabrication” and “media pressure” put by the defence counsel. It noted there was no possibility of any manipulation in medical examination and DNA report prepared in Copenhagen, Denmark.

The court said the DNA profile generated from the victim’s clothes matched with the DNA profile of the samples of the convicts’ which made it “clear that the accused persons are the offenders who committed the offence”. The five men were held guilty for offences under Sections 376 (D) (gang-rape), 395 (dacoity), 366 (kidnapping), 342 (wrongful confinement), 506 (criminal intimidation) and 34 (common intention) of the Indian Penal Code. They were also awarded other varying jail terms with fine.

The five convicts are: Mahender alias Ganja (25), Mohd Raja (23), Raju (23), Arjun (21) and Raju Chakka (30). The court also slapped a fine of Rs 81,000 each on Raju and Raju Chakka, Rs 91,000 each on Mahender and Mohd Raja and Rs 1,01,000 on Arjun. 

Cong, BJP nominees win Council polls

The Congress and the BJP won all the seats they contested in the Legislative Council polls from the Assembly constituencies held on Friday. The JD(S) won a seat but suffered humiliation as five MLAs cross voted.

All four Congress candidates emerged victorious, while the BJP managed to win two seats with the help of independents and smaller parties. Fourteen of the 15 independents appear to have cast their votes for the BJP, ensuring the victory of the party’s second candidate. 

JD(S) leader Zameer Ahmed Khan and four others had earlier said that they would be voting for the Congress. Besides, votes of two MLAs were invalid–one that was cast for the JD(S) and another for the Congress. 

The election held in Vidhana Soudha witnessed 100% turnout with all 225 MLAs, including the Speaker and a nominated member, exercising their franchise. The Congress candidates–Allam Veerabhadrappa, Veena Achaiah, R B Thimmapur, Rizwan Arshad–won comfortably crossing the minimum 29 votes mark. In all, the Congress candidates got 130 votes, five more than its total number of MLAs. 

The best performance was by the BJP. The party, with just 44 MLAs, managed to get both its first and second candidates–V Somanna and Lehar Singh–elected with the apparent support of independents and four smaller parties. While former minister Somanna got 31 votes, Singh got 27 first preference votes. At the end of the first round of counting, the second preference votes allotted to Somanna were considered and 25 of the 31 votes were found to be valid (all allotted to Singh). 

As per a formula, on conversion this amounts to three first preference votes helping Singh cross the minimum votes required to get elected. In all, as many as 14 non-BJP MLAs, other than those from the Congress, voted for the saffron outfit. The JD(S)’s first candidate K V Narayanaswamy got elected by securing 30 votes. 

However, the JD(S)’s second candidate S M Venkatpathi secured only five votes.

Indian woman abducted from heart of Kabul

An Indian woman working for an international NGO was kidnapped in Kabul, officials said on Friday, the latest in a wave of abductions of foreigners in Afghanistan. 

Indian Embassy officials told that the woman, Judith D’Souza, a resident of Kolkata, was kidnapped on Thursday night from near her home in Kabul’s Qalai Fatullah area along with two others. 

Judith (40) is a senior technical adviser at the Aga Khan Foundation, a well-known NGO long based in Afghanistan, and was scheduled to return to India next week.

The abduction comes after Katherine Jane Wilson, a well-known Australian NGO worker, was kidnapped on April 28 in the city of Jalalabad, close to the border with Pakistan. 

In February, New Delhi managed to secure release of Jesuit priest Father Prem Kumar from the captivity of Taliban. Prem Kumar, who hailed from Tamil Nadu, was kidnapped from Herat in Afghanistan in June 2014.

Aid workers in particular have increasingly been casualties of a surge in militant violence from outfits which are mostly based in Pakistan. 

Judith’s family sought help from the government through the social media. Responding to the tweet, External Affairs Minister Sushma Swaraj said: “She is your sister and India’s daughter. We are doing everything to rescue her. Pl take care of your sick father.”

The Aga Khan Foundation stated: “An investigation by the authorities has been launched, in conjunction with security officials and various partners. Every effort is being made to secure the safe release of the staff member.”

Judith was unhappy with security
One of Judith D’Souza’s last posts on Facebook questions the security provided to her at Afghanistan, DHNS reports from Kolkata. 

The aid worker from Kolkata shared a strip from the popular cartoon series Peanuts on June 3. “Snoopy is a better guard than what we have here in Kabul”, she wrote.

This, however, found no reflection in her conversations with her family back home, with whom she spoke almost every day. Judith never spoke of any danger to herself, said sister Agnes and father Denzel. 

“She has worked in several countries, mostly in Southeast Asia. This is the first time such a thing has happened,” said Agnes. Judith, a 40-year-old gender specialist, has been working at Kabul on women empowerment since July 2015 with the Aga Khan Foundation. 

“She called every night and there was never any hint she might have been in danger. We had long conversations. The last time she called was on Wednesday,” said Denzel. A pall of gloom and anxiety had set in over the family’s modest apartment at Entally in south-central Kolkata.

Cops to face action for deserting Mathura SP

Around a dozen cops, including circle officers and inspectors, may face action for ‘deserting’ superintendent of police Mukul Dwivedi during last week’s violence at Jawahar Bagh Park in Mathura.

Dwivedi and station house officer Santosh Yadav were killed by the cult members at the park when the cops tried to evict them from there.

Dwivedi’s family members said that the cops accompanying the SP fled the moment the mob at the park attacked them with firearms, bricks and lathis. The family members had squarely blamed the cops for Dwivedi’s killing.

The slain SP’s wife Archana Dwivedi said that her husband had been made a 'scapegoat' and demanded a thorough probe into the circumstances that led to his killing. 

Dwivedi’s brother Prafull threatened to go on indefinite fast at Jawhar Bagh Park to press the demand for a probe by a competent agency. 

The mob caught hold of the SP and reportedly beat him to death. Sources said that Dwivedi had suffered serious injuries in his head and neck. 

Sources in Mathura said that a preliminary inquiry into the incident has revealed that around a dozen cops, who had accompanied Dwivedi, had fled from the spot after being attacked by the cult members.Danish rape case: 5 get life term.

Rift in BJP over CM nominee from UP

Though the BJP is yet to decide on projecting a chief ministerial nominee for the 2017 Assembly elections in Uttar Pradesh, it is already facing dissension over possible candidates.

Speculation was rife that Home Minister Rajnath Singh could be projected as the party’s face in UP. Clarifying that he was not in the race for the top post, Singh told reporters in Lucknow on Friday, ''BJP mein aur bhi kai kaabil log hain'', (there are many capable people in BJP).” He, however, made it clear that he was ready to shoulder any responsibility given to him by the party. ''I will cooperate in every way to make sure the BJP wins the next Assembly elections,” Singh, a former UP chief minister, said.

Meanwhile, there seems to be dissension against Singh if he is made the chief ministerial nominee. 

Former party MP Ramakant Singh, who had unsuccessfully contested from Azamgarh against SP supremo Mulayam Singh Yadav and lost narrowly, said Singh's projection as chief minister could ''hit'' the party prospects hard in the state.

Yadav told reporters in Azamgarh on Friday that Singh's remarks on providing reservation to the most backwards from within the OBC quota had not gone down well with the Yadavs and Kurmis. Singh, while addressing a meeting in Mau on Thursday, advocated reservation for the most backwards among the backward castes. 

The BJP plans to cash in on the Thakur votes through Singh, considered one of the most prominent party leaders from the state. To keep the forward castes intact, the party has fielded state vice-president Shiv Pratap Shukla, a Brahmin, for the June 11 Rajya Sabha elections, and shifted Mukhtar Abbas Naqvi to Jharkhand.

In Allahabad, BJP youth wing workers again demanded that Sultanpur MP Varun Gandhi be made the party's face in the state. An internal survey indicated that Gorakhpur MP Yogi Adityanath, HRD Minister Smriti Irani and Gandhi have emerged frontrunners for the top post. Of the three, Adityanath may find a berth in the Council of Ministers, party sources said in New Delhi. It remains to be seen if the party will announce a nominee for the chief minister’s post during the BJP national executive meeting scheduled to be held at Allahabad from Sunday.

Kobad Ghandy acquitted of sedition charges

Suspected Maoist ideologue Kobad Ghandy was on Friday absolved of serious charges under stringent unlawful activities law for being a member of the banned CPI (Maoist) by a Delhi court.

However, he was held guilty of residing in New Delhi using fake identities.The court held him guilty under various provisions of the IPC, including sections 120-B (criminal conspiracy), 420 (cheating) and 468 (forgery) and awarded him jail term which he has already undergone during adjudication of the case.

It noted that 68-year-old Ghandy was in custody for almost six years and six months during the pendency of case.

“Ghandy is in custody since December 20, 2009, which is almost six years and six months. I, therefore, impose upon him a term of imprisonment already undergone by him,” the court, while imposing a fine of Rs 40,000 on him, said.

Ghandy, an alumnus of the prestigious Doon School and St Xavier’s College Mumbai, is facing prosecution in around 20 criminal and terror cases in different parts of the country.

Acquitting Ghandy of charges under Unlawful Activities (Prevention) Act (UAPA), Additional Sessions Judge Reetesh Singh noted that “none of the evidence relied upon by prosecution have been found to be admissible in evidence by this court. The testimonies of prosecution witnesses suffer from infirmities.”

TDP, TRS face flak for House expansion

Efforts of TDP and TRS in Andhra Pradesh and Telangana to increase the size of Assemblies is “political opportunism at its cynical worst” Congress MP Jairam Ramesh says in his new book.

Ramesh, who was a member of the Group of Ministers that charted the course of controversial bifurcation of AP, writes that he is unable to understand the "sudden scramble" for such a move.

The remark made in 'Old History, New Geography: Bifurcating Andhra Pradesh', which hit the book stands on Friday, comes close on the heels of suspicion of a section of politicians that TDP and TRS are trying use the provision in AP Reorganisation Act, 2014, to further their standing in the states.

As per the Act, Assembly constituencies in Telangana and Andhra Pradesh would be enhanced from 119 and 175 to 153 and 225 respectively. 

However, Ramesh writes, the GoM had put a condition that this provision is subject to Article 170 of Constitution that freezes such exercise till 2031-32. "However, what I could not understand was the sudden scramble to push for increasing the size of the assemblies that was initiated by Chandrababu Naidu and supported by KCR (K Chandrasekhar Rao. This appeared to me to be political opportunism at its cynical worst and being resorted to only to encourage defections," the former minister says.

Ramesh’s suspicion on encouraging defections is also echoed by a section of politicians with reports suggesting that BJP leaders in both the states are trying to prevail upon their party central leadership to withhold a decision in this regard. Union Parliamentary Affairs Minister M Venkaiah Naidu was earlier quoted as saying that the Centre was keen to amend the Act to increase the number of Assembly seats as sought by the states.  The state BJP leaders were apprehensive of the move as they believe this would only enhance the chance of both TDP and TRS, which are the ruling parties in AP and Telangana respectively.

Penal powers to Trai no solution, says DoT secy

After its earlier direction was quashed by the Supreme Court, the Trai has asked the government to amend laws to give it powers for imposing fine of up to Rs 10 crore on operators and jail term of up to two years for their executives


Amid the Trai seeking penal powers to punish telecom operators for call drops, Telecom Secretary J S Deepak on Friday said penal powers cannot be “one and final solution” for call drops and the firms have committed Rs 12,000 crore to install new towers to check this problem.

Deepak said the government will take a view on the Trai demand for more powers, but in his personal opinion a person cannot be sent to jail for every call drop.

“Business as usual cannot happen (after this). I am not sure penal power will be one and final solution to this. In my personal opinion I do not agree that for every call drop a person has to be sent to jail. That's my personal view. It is more sophisticated and more difficult”, he said.

The secretary, who held a meeting with CEOs of the telecom companies here to discuss the range of issues including call drops menace, told reporters that the DoT is studying the Trai recommendation. “The government believes in the telecom sector. The quality of service must improve and industry has responsibility. They have committed 60,000 towers. Each tower cost about Rs 20 lakh which is around Rs 12,000 crore. The industry will make this investment in next three months,” he said.

Representatives of all telecom operators, including Bharti Airtel chief for India and South Asia Gopal Vittal, Vodafone India head Sunil Sood, Idea Cellular CEO Himanshu Kapania and Reliance Jio Infocomm MD Sanjay Mashruwala, were present in the meeting.

 In the meeting, each operator presented his 100-day plan for improving service quality and raised issues hampering improvement in the networks.

Empowering Trai
After its earlier direction asking telecom firms to pay consumer for each dropped call was quashed by the Supreme Court, the Trai has asked the government to amend laws to give it powers for imposing fine of up to Rs 10 crore on operators and jail term of up to two years for their executives.

However, mobile operators have opposed the Trai’s move and termed that as draconian.

Even kids under 10 not free from drug menace

The controversy over Udta Punjab has once again brought to fore Punjab’s drug menace, which according to one study had even gripped children below the age of 10, although in a minuscule number. 

Almost all studies on drug abuse in Punjab conducted in the last decade have brought out one thing in common — that over 70% of Punjab youth in the 16-35 age group suffer from addiction. A study by the Institute of Development and Communication (IDC) in 2010 says 3% of them are below 10 years of age. The ruling SAD-BJP government dismissed the magnitude of drug menace saying it’s an opposition ploy to defame Punjab youth even as the Congress and the AAP accuses the ruling alliance for the mess. 

The study stated that drug abuse was a “historical problem” and not a recent phenomenon, IDC chairman Dr Promod Kumar told DH. “Political nexus” is also not new, he said.

Ministry for 'radical changes' in CBFC

The Centre is gearing up to announce radical changes in the functioning of the controversy-ridden Central Board of Film Certification (CBFC) soon, with the veteran filmmaker, Shyam Benegal, hoping to submit his committee’s second report suggesting measures on revamping the board next week.
The Information and Broadcasting (I&B) Ministry, which received an interim report of the panel in April and waiting for its second report, has fast paced the process at a time when the CBFC was yet again at the centre of a controversy after recommending 89 cuts in the film ‘Udta Punjab’, stoking a nationwide outcry.

While the deadline for submission of second report of the committee is June 20, official sources said that the Ministry has requested Bengal to consider if his panel’s report could be submitted “a bit early”.

Benegal on Friday told PTI that the second report of the committee, headed by him, will be submitted to the I&B Ministry next week, though the deadline for it was June 20.

“The report would be ready and submitted well before June 20 which is the last date," the veteran film maker said.

This comes a day after I&B Minister Arun Jaitley, while speaking at an event organised by the CNN TV18 Group, noted that movie certification norms had to be “liberal” and his Ministry would announce "some very radical changes" in the current norms over the next few days. “There is a well documented report by Shyam Benegal, the first part which has come to me and which is under consideration,” the Union Minister said.

Commenting on the row over the CBFC recommendations for 89 cuts in ‘Udta Punjab’, Jaitley though maintained that he had not seen the film in question, he said that he was not satisfied with the existing system of film certification
“You will probably have a system where you will have to have a certificate. The correct word is certification and not censorship. Certification norms will have to be liberal,” the Union minister said at the event. He, however, kept the details close to his chest on the changes that the Centre would bring in the current film certification process.

The first report of the Benegal committee reportedly has recommended for not accepting films for certification which portrays or promotes misuse of psychotropic substances.

Landslide alert in Kerala

The State Emergency Operations Centre (SEOC) in Kerala on Friday issued an alert on possibilities of landslides along the state’s hilly tracts. 

The centre has also issued an alert on possibilities of floods in low-lying areas in the wake of predictions of heavy rainfall till Saturday. 

High waves have also been predicted along the coast between Vizhinjam in Thiruvananthapuram and Kasargod. According to the SEOC, high waves could be expected in the southern parts of the state for another day and coastal erosion is set to aggravate in the northern districts.

The south-west monsoon remained active in the state on Friday though rainfall statistics from the Meteorological Centre in Thiruvananthapuram showed signs of a slowdown on its third day. 

Vaikom in Kottayam district  with 10 cm recorded the day’s best rainfall. Piravom in Ernakulam district and Karipur, Manjeri and Anakayam (all in Malappuram district) with seven cm each are other stations which recorded heavy rainfall.

Heavy rains in Goa today

The IMD has forecast heavy rains in Goa on Saturday as the monsoon is expected to reach the coastal state. “The conditions are favourable for advancing of the monsoon.

As per our forecast, it will set over Goa on Saturday,” Director of Goa Meteorological Centre V K Mini said. The Met has warned fishermen against venturing out in the sea during the next 24 hours.

‘No shoes during rainy season’

The Kerala State Commission for Protection of Child Rights has directed the school authorities not to force students to wear shoes and socks during the rainy season, PTI reports. The direction in this regard was issued by Chairperson Shobha Koshy and member K Nazeer on a complaint from a parent that children develop health problems when they are forced to wear wet socks and shoes.

Assam cracks down on rhino poachers

The crackdown on rhino poachers in and around Kaziranga national park is bearing results. The Assam Police and the Special Task Force (STF) of the Forest Department in the past three days have managed to apprehend five poachers and recovered huge cache of arms.

Other 19 people, who are suspected to be linked with rhino poaching in Assam, have been arrested from Biswanath Charali on the northern bank of Brahmaputra. Districts Superintendent of Polcie Ankur Janin told reporters that arms have also been recovered from them and during initial interrogation they have admitted of being involved in rhino poaching.

According to police sources, the arrested poachers were identified as Ronoj Pegu, Bipul Bora, Bapai Orang and Golap Talukdar. Security forces have also seized four 303 rifles, 24 rounds of live cartridges, one silencer, two magazines and some other incriminating 
materials from the possession of the arrested persons, sources added. 

It was only on last Tuesday that the Forest and Environment Minister Pramila Rani Brahma accompanied by two of her ministerial colleagues and MLAs touring the Kaziranga National Park, poaching took place. The carcass of the rhino was found on Thursday in between Boralimora and Uttor Kathoni area of the national park under Agoratoli range.

ED: declare Mallya proclaimed offender

The Enforcement Directorate on Friday moved a court in Mumbai to declare liquor baron Vijay Mallya  a proclaimed offender in a bank loan fraud case.

Official sources said they moved the special anti-money laundering court under Section 82 of the Criminal Procedure Code (CrPC) seeking to declare Mallya as a proclaimed offender as there is a non-bailable warrant and other arrest warrants against him.

The ED is not leaving any option to corner the liquor baron in the case arising out of a Rs 900 crore IDBI bank loan default probe, they said.

“There are multiple warrants. He is also wanted in the money laundering case. The court has been apprised of the status of investigations and the need for bringing him to join the probe,” the sources said. 

The court is likely to hear the case again on June 13 where the ED expects a favourable order.

Mallya had left India on March 2 for London and did not return despite his passport being revoked. He was issued three summons by the ED for joining the probe, but he refused and sought more time.

Following this, the ED approached court for non-bailable warrant. However, its efforts to get him deported could not materialise after the United Kingdom refused to do so. At present, India is working on an extradition plea. 

A court can declare a person a proclaimed offender if it believes that the accused against whom a warrant of arrest has been issued by it, has absconded or is concealing himself so that such warrant cannot be executed.

As per Section 82 of the CrPC, the court can publish a written proclamation requiring such an accused to appear at a specified place and at a specified time in not less than 30 days from the date of publishing of such a proclamation.

Official sources said the ED can also invoke Section 83 of the CrPC (attachment of property of person absconding) if Mallya does not comply with proceedings initiated under Section 82.

India, Korea coast guards hold exercise

India and Korea coast guards on Friday conducted a joint exercise named Sahyog-Hyeoblyeog - 2016 in the Bay of Bengal off Chennai.  
This exercise is a part of the ongoing joint exercises between the coast guards of the two countries.

 The Indian Coast Guard fleet consisted of five surface units and two aircraft.  Coast guard ships such as Sagar, Samudra, Paheredar, Rajtarang, Anagh, a Dornier helicopter and a Chetak helicopter along with Korea Coast Guard Ship 3009 participated in the joint exercise. 

The highlights of the exercise encompassed scenario of hijacking of a merchant vessel and its subsequent rescue in joint coast guard operation of both the countries. 

Interdiction of pirate vessel, joint boarding operations, cross boarding, sar demonstration and external fire fighting were the other features of the exercise. In addition, the Indian ships and aircraft demonstrated their prowess before the Korean delegation.  

The exercise culminated with an impressive steam past by the ships and fly past by the aircraft wherein the crew of the participating units saluted the DGICG and commissioner general of KCG. The Korean vessel will depart on June 11.

Gas leak aboard INS Vikramaditya kills 2

Two persons — an Indian Navy personnel and a civilian — were killed following a gas leak on board aircraft carrier INS Vikramaditya on Friday.

The Russian-made vessel is undergoing maintenance at the Kadamba Naval Base on Karwar coast of Karnataka.

The Western Naval Command (WNC), while confirming the incident, said that four persons — two sailors and two civilian workers — had to be evacuated following the gas leak and were taken to the Patanjali Hospital at the Naval base, where two of them succumbed to the gas that they had inhaled.

According to WNC officials, the incident took place around 5 pm when maintenance work was being undertaken at the Sewage Treatment Plant (STP) compartment.

The deceased were identified as Shipwright Artificer Class 4 Rakesh Kumar from Bihar and Mohandas Kolambkar, an employee of M/s Royal Marine, who hailed from Amadalli in Karwar taluk. 

“The next of kin of the deceased have been informed. The condition of the other two personnel is stable,” WNC officials said.

The Navy has ordered an inquiry into the incident. Action has been taken to render the compartment area on the ship safe. A case has been registered with the Karwar Rural Police Station. INS Vikramaditya is one of the two serving aircraft carriers of the Indian Navy – the other being INS Viraat.

She was commissioned on November 16, 2013, at a ceremony held at Severodvinsk, Russia. On June 14, 2014, Prime Minister Narendra Modi formally inducted INS Vikramaditya into the Indian Navy and dedicated it to the nation.

This is the second accident involving the huge carrier. On June 5, 2014, a MiG 29K naval combat aircraft suffered damage while landing on the aircraft carrier INS Vikramaditya during operations in Arabian Sea, off the Goa coast.

India, Nepal review ties

India and Nepal on Friday reviewed their overall bilateral ties including in areas of connectivity and trade.
In a meeting, External Affairs Minister Sushma Swaraj conveyed to Nepalese Deputy Prime Minister Kamal Thapa that development and stability in Nepal were in India’s interest.

External Affairs Ministry spokesperson Vikas Swarup said bilateral mechanisms including political exchanges, connectivity and trade were reviewed in the meeting.

Thapa, also Nepal’s Foreign Minister, is here to attend the convocation of South Asian university, a SAARC project which came into being in 2010. He will leave for Nepal on Sunday.

India and Nepal discussed issues relating to security at the 12th meeting of their Bilateral Consultative Group (BCG) on security on Thursday.

The programme of the visiting Nepalese delegation included a courtesy call on the Chief of Army Staff Dalbir Suhag.

“The BCG discussions covered issues relating to mutual security concerns as well as defence and training requirements, exchange of experts/instructors, cooperation in disaster management, and the 10th Surya Kiran Joint Military Exercises at battalion level to be held in Nepal in October-November 2016,” the MEA said.
