Paedophile's confession startles national capital

Confessions of a serial sexual abuser of children sent shivers down the people in the national capital, even as the investigators on Monday said they are still ascertaining the number of his victims.
Sunil Rastogi, a tailor who was arrested on Sunday, confessed to have victimised around 500 girls in the past 12 years.

Investigators said the accused was changing his statements and they are still verifying his claims.

Trapped schoolgirls
The father of five children, including three girls, Rastogi (38) has been accused of trapping school girls by telling them that he was sent by their parents to hand over some articles to them.

He told the police that he targeted minor girls.

When he found a minor girl returning home from school, he would mislead her on the pretext that her father had sent something for her, the investigators said.

He then took them to an isolated place where he sexually abused them.
Police are unsure about the number of victims as he first said that he had abused 13 girls and later changed the number to 60. He has been arrested twice in the past and have six cases registered against him.

Database of sex offenders
This prompted Women and Child Development Minister Maneka Gandhi to repeat her demand to set up a national database of sex offenders.

At a function here, she said the ministry was “deliberating on the gaps in the legal framework and policies so that no predator can get away with child sexual abuse”.
Rastogi’s arrest came when two cases of kidnap were registered at east Delhi’s New Ashok Nagar Police station, where the complainants claimed that a man misled their daughters, took them to a building and tried to abuse them.

However, when the children raised an alarm, he fled from the scene.

Finding a pattern in these cases, the police felt that the same person could be behind all the incidents.

After his arrest on a tip-off, the police said, he confessed that he has committed similar offences with other girls in Delhi, Ghaziabad (Uttar Pradesh) and Rudrapur (Uttarakhand).
